Summary of Expertise
Waste Strategy Development:
- developed municipal waste management strategies, including supporting appendices and action plans, from initial draft, through consultation, to adoption using the 2005 guidance for major local authorities and partnerships in England.
Waste Management Technologies:
- project manager of the New Technologies Support Programme of the Department of Environment, Food and Rural Affairs (Defra) (three year project) - role included management of a £1.2m government contract, developing literature on waste treatment technologies, provision of briefings to a range of audiences;
- waste technologies assessments for local authorities.
- member of the steering committee of the Thermal Treatment Group of the Chartered Institution of Wastes Management (CIWM).
Municipal Data Capture:
- development work on the waste data capture tool, through the CIWM Environmental Body National WasteDataFlow project
Waste Procurement:
- technology related advice to private finance initiative procurement projects;
- various partnership based projects addressing joint working and efficiencies in service delivery for local authorities.
Training:
- providing guidance and training to local authorities on new technologies for biodegradable municipal waste diversion;
- designed and delivered dedicated three day training courses to local authorities.
- Also regularly provides training to military personnel on the Project Orientated Environmental Management System.
Waste Management Research:
- formal research qualification;
- experienced in assessment, development, and project management of wide range of research activities;
- projects included the Defra environmental and health impacts study into waste management options;
- contributed to specialist reports to the Strategy Unit of the Cabinet Office and other Government funded bodies;
- contributed to CIWM technical publications;
- produced the Waste Sector Report for the Environment Agency.
- currently on the Defra Waste and Resources Research Advisory Group, managing research projects on behalf of this work stream.
Facilitation:
- experienced facilitator chaired and facilitated numerous waste events with a variety of different stakeholders including decision-makers, regulators and community sectors.
Bid Assessment and Evaluation:
- evaluated tenders through various local authority (collection and disposal) procurement processes.
- member of the expert panel on the Defra £140m waste minimisation and recycling fund.
